The challenge
In a world profoundly marked by technological change and digital progress, local governments face the challenge to adapt their structures, services, and processes to the new digital dynamics.
With this context in mind, the Union of Ibero-American Capital Cities (UCCI) — an international organisation that promotes technical cooperation, political dialogue, and knowledge sharing among the main cities and capitals of Ibero-America — alongside Madrid City Council, identified the need for a strategic reference document. The objective was to understand the state of digitalisation across member cities, identify shared trends and priority areas, showcase successful and replicable initiatives, and provide a practical roadmap adaptable to diverse urban realities.
This exchange of information and plurality of perspectives reinforces UCCI’s mission as a space for dialogue and mutual learning, while highlighting the rich diversity of the region. Anteverti’s challenge was to produce a grounded and actionable strategic report rooted in real municipal experience.
We developed an action-oriented strategic report for local governments within the UCCI network — bringing together 29 major Ibero-American cities representing more than 76 million people — compiling key initiatives and establishing a shared framework to assess digital maturity, identify scalable solutions and accelerate public innovation.
Our approach
As a solution Anteverti designed and led the development of a shared digital report for Ibero-American local governments, ensuring it was firmly grounded in real municipal experience and adaptable to the diverse realities of UCCI member cities
The process began with in-depth research and analysis of digital agendas, policy frameworks, and transformation trends across a representative sample of cities —including Bogotá, La Paz, Montevideo, Barcelona, San Juan or São Paulo. Building on this diagnosis, we developed a structured strategic framework based on a people-centred smart city model, linking digital priorities to key dimensions such as wellbeing, sustainability, economy, governance data or e-government.
To ensure the report was practical and evidence-based, we implemented a participatory methodology that combined a standardised data collection form with semi-structured interviews with each city’s digital transformation teams. The information gathered was analysed and systematised to ensure coherence and comparability across cases.
To make the strategic report actionable, we curated and structured a portfolio of success cases with strong replication potential, documenting each one through a consistent format that highlights context, objectives, implementation, and outcomes.
Finally, the content was reviewed and validated by participating cities to ensure accuracy, ownership, and institutional alignment.
The impact
Anteverti delivered a technical and strategic report that consolidated and structured the digital transformation efforts of cities across the UCCI network. Beyond compiling initiatives, the document established a shared framework to assess digital maturity, identify scalable and transferable solutions, and accelerate innovation in local public services across Ibero-America.
Through a collaborative process with participating cities, the strategy captures a representative and forward-looking vision of municipal priorities. It highlights 15 transformative initiatives such as Barcelona’s VIGIA programme, which has modernised urban cleaning services; Buenos Aires’ BOTI and Bogotá’s Chatico, AI-powered assistants improving citizen interaction and service delivery; and Panama City’s Vacantes MUPA, a digital employment platform that connects AI, professional training, and labour market opportunities to strengthen local economic development.
The strategy was ultimately presented at the Smart City Expo World Congress in Barcelona in 2025, supported by materials aimed at facilitating dissemination and adoption across the UCCI network.
