Attracting opportunities for sustainability
We assisted the government of Mauritius in defining a set of criteria and incentives aimed at attracting foreign investment in sustainability-based Smart City projects.
The challenge
Launched in 2015, Mauritius’ Smart City Scheme is a visionary economic development program aimed at transforming this Indian Ocean nation into a prominent international business and financial hub. Its primary objective is to create the ideal conditions for attracting foreign investment by establishing large-scale, mixed-use smart city projects that prioritize sustainability and smart technologies.
In doing so, Mauritius aspires to make these projects a cornerstone of the national economy, unleashing the economic potential of a country that boasts the third-highest GDP per capita in Africa, all while providing cost-effective and efficient services to enhance sustainability and improve quality of life for people.
We assisted the government of Mauritius in defining a set of criteria and incentives aimed at attracting foreign investment in sustainability-based Smart City projects.
Our approach
Drawn by our expertise and international knowledge in the field of smart cities, the Economic Development Board of the Government of Mauritius sought our support for strategically reviewing and optimizing the guidelines underpinning the Smart City Scheme. These guidelines, created by the Government of the Republic of Mauritius, offer essential information for developers interested in participating in or initiating Smart City projects. They outline the criteria for obtaining permits and licenses, along with the incentives available to eligible developers.
Within this framework, we conducted a comprehensive analysis of Mauritius as a foreign investment destination for Smart City developments, identifying strengths, weaknesses, opportunities, and threats. Based on this analysis, we proposed recommendations for inclusion in the final version of the Smart City Scheme’s guidelines.
The impact
Since the implementation of the Smart City Scheme guidelines in 2015, Mauritius has made remarkable progress, witnessing the initiation of over 13 Smart City developments across the country. These developments have played a pivotal role in creating environmentally friendly workspaces, residential areas, and recreational spaces throughout the island. Built on principles of ecological self-sustainability and efficiency, these projects serve as a blueprint for other developments to follow, paving the way towards a greener and more innovative economic development for the entire nation.
