Aligning the city strategy with the SDGs

We analyzed the city strategy of L’Hospitalet de Llobregat to assess its alignment with the 2030 Agenda, pinpointing priority areas for action, and providing valuable insights for future strategies towards sustainable local development.

The challenge

Local governments play a crucial role in shaping sustainable development, a role emphasized by their significant involvement in implementing the United Nations-led Sustainable Development Goals (SDGs) and the 2030 Agenda. This presents local governments with a unique opportunity to establish a shared framework that promotes collaboration and synergy.

In this context, L’Hospitalet de Llobregat, a neighboring city of Barcelona, the second most populous city in Catalonia and the most densely populated in all of Europe, recognized the importance of aligning its strategic plans and public policies with the SDGs and the 2030 Agenda. This alignment would help pinpoint priority areas for action, thereby advancing a blueprint for local development that is both inclusive and sustainable.

Our approach

Consequently, in 2019, the City Council of L’Hospitalet de Llobregat enlisted the expertise of Anteverti to assess the extent of this alignment. Anteverti conducted a comprehensive diagnosis, examining five strategic plans within the city. This assessment unveiled the degree of alignment between these plans and the goals and targets outlined in the 2030 Agenda.

Our methodology encompassed not only scrutinizing the existing strategies but also identifying strengths and areas with potential for improvement. We drew upon lessons learned to inform the development of future local strategic plans. By distilling best practices and highlighting potential enhancements, we provided valuable insights to steer the development of the Municipal Action Plan for 2020 – 2023.

The impact

By conducting a thorough analysis and offering insights into alignment with the 2030 Agenda and the SDGs, we helped the city steer its development towards a more sustainable and inclusive future. Our findings provided a basis for the Municipal Action Plan 2020 – 2023, ensuring that it is rooted in a robust foundation of global sustainability objectives while contributing to the broader global effort to achieve sustainable development.
